With so many products in your skincare routine, it’s tempting to skip toner, but here’s why you shouldn’t: “Toner helps remove lingering residue after cleansing, brings the skin back to its natural pH (it can be disrupted by water and cleansers), and allows everything that follows such as serums, moisturizers, and SPF to work more effectively,” Dr. Sarah Allen, MD, board-certified physician and founder of Skin Clique, tells PEOPLE. “From a clinical perspective, restoring the skin’s barrier function and pH balance is key because a disrupted barrier can lead to dryness, irritation, and even breakouts.”
While previous iterations of toners were notoriously drying, modern formulas are packed with skincare benefits, helping to exfoliate, replenish, and soothe skin while also removing impurities.
We set out to discover the very best toner formulas for a variety of skin types. Our team of experts spent four weeks putting 24 brands to the test — including Laneige, Fenty Beauty, Murad, and Tower28 — assessing them on texture, absorbency, cleansing and hydrating abilities, and overall results. After evaluating their feedback, we landed on the following eight toners that provide ultra-clean and refreshed pores with one swipe.
Our Stars
NEED TO KNOW
Dr. Sarah Allen is a board-certified physician and the founder of Skin Clique. Dr. Allen’s high-profile patients include national news anchors, music industry talent, and global brand executives.
- Shop for your skin type: For dry or sensitive skin, Dr. Allen recommends calming formulas that soothe and rebalance without irritation. If breakouts are a concern, a toner that includes gentle exfoliating acids like glycolic or salicylic acid can keep pores clear and refine skin texture.
- Avoid formulas containing alcohol: “While they can feel refreshing in the moment, long term they strip the skin, weaken the barrier, and can actually trigger more oil production and sensitivity,” cautions Dr. Allen.
- Apply after cleansing: Think of toner as a primer for the rest of your skincare, explains Dr. Allen: “Clean, balanced skin absorbs active ingredients more effectively, meaning you get more benefit out of your treatments.”
If your skin feels tight and stripped after cleansing, this lightweight toner will restore balance and hydration quickly. Enriched with a moisturizing trio — hyaluronic acid, rose fruit, and damask rose extract — the formula soothes and nourishes while refining the appearance of skin texture.
Our tester (who has a combination skin type) was happy to discover how lightweight and refreshing this toner was and how easily it absorbed. It deep-cleaned her pores, noticeably removing residue and dead skin cells, and left her complexion looking healthier and more vibrant. “My skin looks super clear and there’s an overall brightness to it now,” she explained, emphasizing that the toner helped fade her dark spots and soothe irritation from breakouts.
The most effective anti-aging products can be a little harsh on the skin (ahem, retinol). That’s not the case with this gentle toner from Renee Rouleau, which calls on antioxidant elderberry to neutralize free radicals (unstable molecules that can damage cells and contribute to aging), fight hyperpigmentation, and help promote collagen production. Thanks to the ingredient’s anti-inflammatory benefits, it’s also wonderfully soothing for sensitive skin types.
This toner is adept at restoring moisture post-cleanse, according to our tester, whose skin skews dry. It absorbed fast, making her wrinkles appear less pronounced and her complexion more glowy. Its brightening abilities were impressive too. “I think the toner helped even out my skin tone, as it helped reduce the hyperpigmentation,” she explained.
Acne-prone skin types really benefit from the additional pore-clearing that a toner provides. Our tester was surprised how much additional buildup was removed after what felt like a thorough cleanse. This blemish-banishing formula includes witch hazel, algae extract, and grape seed extract, plus vitamin E to keep pores looking tight, rein in excess sebum, and shield skin from free radicals.
The light toner felt a little tingly on contact — a sensation that made our tester’s skin feel “awakened.” Once the formula was fully absorbed, our tester was really impressed with the results, noting that it left her complexion “glowing, smooth, [and] glossy.”
If you need gentle exfoliation that helps to open and cleanse pores without leaving skin stripped, reach for this toner and moisturizer combo. This milky, creamy formula is packed with peptides and ceramides to help reinforce the skin barrier and plump the skin.
It has a light and airy texture that absorbs quickly, noticeably hydrating our tester’s complexion while also extracting any trace of makeup, sebum, and “extra gunk” from her pores. “My skin looks very clean and fresh,” our tester shared. “It feels like I’m glowing from the inside out.” She also loved how calming the formula was on her sensitive skin, noting that any patches of irritation were instantly soothed.
When you’re experiencing a skin flare-up, you don’t want to risk aggravating the situation. This milky, ultra-hydrating toner is ideal for stressed skin, calling on hyaluronic acid, tamarind and panthenol to strengthen the moisture barrier and visibly plump the complexion.
The formula took around three minutes to fully absorb into our tester’s skin, leaving it moisturized and refreshed. Her pores felt ultra clean, and her complexion appeared brighter and more even (shoutout to pigmentation-reducing niacinamide). There was even a subtle glow to her cheeks, and any patches of irritation “calmed down a bunch,” she shared.
Got oversized pores? Although the causes are numerous, excess oil production and clogs are two of the most common culprits. SK-II’s Facial Treatment Clear Lotion Toner contains a blend of alpha-hydroxy acids to gently exfoliate and support natural skin cell renewal, and our tester found it helped noticeably refine her enlarged pores.
Along with its impressive clog-dissolving abilities, she praised the toner’s lightweight texture, which was hydrating without being greasy. After using the product consistently, her skin was smoother, more even, and felt refreshed.
While many toners can be too harsh for sensitive skin, don’t write them off until you’ve tried this unique formula from Holifrog. Technically, it’s more of a post-cleanse fluid than a typical toner, but it delivers a dose of beneficial microflora to your skin, helping to cultivate a clearer, healthier, more balanced complexion.
The milky formula felt light and cool on our tester’s face. It dried in seconds, leaving her skin hydrated and soft yet firm. It was also nice and calming on her sensitive skin. “My acne and rosacea is not as red and bulky,” she observed, adding that her complexion appeared brighter and more even overall.
Other Toners We Liked
It’s always a challenge to whittle down our strongest contenders to a short list of “star” products. While the following toners didn’t quite make the final cut, we’d be remiss not to give them a well-deserved mention. Each formula impressed our team of testers with its ability to deep-clean and refine pores, minimize dark spots, reduce breakouts, and restore balance and hydration to the skin barrier. Your new go-to might just be among them.

How We Tested
We asked our team of expert testers to apply 24 top-rated formulas once or twice daily for a month. They evaluated each product on its texture, absorbency, cleansing and hydrating abilities, and overall results. After meticulously reviewing their feedback, taking into account different skin types and product preferences, we selected our favorite formulas — the absolute best toners for a clean and balanced complexion.
